Why do two very close plates get pushed together?

The story

Quarky holds two shiny plates super close in totally empty space, and something invisible squeezes them together. Empty space is never truly empty: it fizzes with tiny waves. Between the plates only a few waves fit, so the crowd of waves outside pushes harder and the plates hug.
